What should one have to bid a new suit after partner opens 1st seat
3 of a minor.
And should it be forcing?

Any hand that is interested in game with 5+ in the suit shown.
It should be game forcing, possibly with the exception that 4m can be passed.

A new suit is forcing to game.
A gadget I like is that over 3♣ a bid of 3♦ initially asks for a three card major so that 3♥/♠ guarantees six.
In response to a three-level new suit it is fairly standard to require opener to rebid 3NT without support for responder's suit. This allows responder to explore for a fit without risking going past the most likely or at least the cheapest alternative game.

The most common agreement, as I understand things, is that a new suit response to a n opening 3-bid is forcing 1 round. There are also some who play that a 3♦ response to a 3♣ opener asks for a 3-card major. And then there are transfer pre-empts a la Inquiry.
