Why would BBO run tournaments restricted to residents of particular countries? If all players agree to play a particular convention card, what difference does it make where the players live?

An experiment. Mostly about seeing what "sticks" with players. We're trying to learn what Express needs in order to be a usable building block for other events. Expect more variants until we think we have something usable & fun :)

For Geo-France tournaments, would it make sense to have the universal system be SEF rather than SAYC?

Since you're experimenting... I'd like to revive a prior request to have some of these events be scored on IMPs rather than MPs. Maybe some players would prefer this is there is a choice...
