You know one of the opponents doesn't have their bid (and given the vulnerability and position, you can probably guess who). The question is, what do we do now?

I think I would pass.
Question: Is partner meant to pass with few values hoping we can take it off?
ie. is xx Axxx xxxx xxx a pass or a 4H bid after the 2nd double?

Yep, it is possible that everyone has their bids, but if I had to choose between a construction that gives partner 0 HCP on the one hand, and RHO having opened (very?) light, w/r, in 3rd seat on the other, I know where my money would be.
That doesn't help us find a bid now, but I like the 3NT suggestion.

Note to self, all doubles against Josh are for penalties.

Playing penalty doubles against Josh's 3rd seat 1M openers is not the way to stop him from opening 1M light.

A Double is too likely to get us to a poor contract (4♥).
A Pass is unlikely to get us to any contract.
3NT may be poor , but can also be comfortable. Maybe RHO opened with 4 ♠s?
Or maybe with less than that? We have all seen that happen...

I am not sure he will, but sounds logical, if he has 2 spades he knows we won't have 4 of them, not even 3, and since we are balanced we rate to have a good fit for his hearts. add to that the fact that he is extremelly weak and will have no entries unless playing in his own suit and I think he should try.

Why not ? Double seems to be natural choice for me.
Also I don't see why "someone is telling a porkie here". It's just that 3rd hand openings are 8+, not 12+.
(P) - P - (1♠) - Dbl;
(2NT*) - P - (3♠) - ?
