I don't understand.
There is a good chance that partner is absolutely broke. Even if he has one working card, we still don't have nine tricks, and their spades are obviously setting up on opening lead. It seems to me that 3NT is at least 75% to go down. And sometimes they will find a double.

If you double again partner will bid 4♥. Why would you want to invite that?

Shouldn`t North have come in with 3H then South`s second double if needed would be probable penalty.
