I'd probably splinter with the S hand after a 1 opener. You get to describe the key features of your hand in one bid and partner can judge what to do. After a 3 cuebid, a 4 bid will suggest good trumps, since S can't have many points in the majors and couldn't cue . Seems like good trumps, short , not much in is enough for N to make some move.

North has a slam force (through blackwood) after south splinters (and it is clear for south to splinter).

My splinters are much stronger then this hand, so 3 which had happend to work here is out.

After 1-3 (splinter) it seems very easy to get to slam.

(1) inverted, 10+, 4 card support, no 4 card major
splinter is certainly ok, most likely best, since you tell your whole story
in one go
(2) tough, 10xxx is a stopper, one also has a spade stopper, and a club
stopper, so 2NT it is
(3) ...
