Playing in a serious event with a good partner who occasionally does unusual things you encounter this auction, one that has probably never been seen before in the history of bridge. What has partner got and what do you do?

My first guess was some weak extreme two-suiter (hearts and diamonds obviously). But if RHO's pass is nonforcing, that is impossible.
Maybe he has a 5-card spades and was hoping to defend 2♠, now that they seem to be playing in clubs he prefers to play himself. A little strange to try 3NT after responder has show strength. Maybe 2NT was a psyche and p has a monster with six spades.
In any case, I pass 3NT. If partner intends it as to play, I have a very good dummy given the circumstances. If he has a weak 2-suiter, at least 3NT undoubled should be ok, -6 is fine if they can make game. I suppose it can only happen if RHO meant his pass as forcing and LHO don't understand that. I hope LHO doesn't double and if he does that partner passes, since I won't be sure what to make of rdbl or 4♦ by p.

pass and hope he makes it. Clearly he holds a penalty pass of ♠ and has a ♣ stopper as well...oh and a pretty good hand 18HCP or so

I think partner has a strong hand without a ♠ stopper and probably 2 ♥s.
