double=responsive....other two suits and some competitive strength. Likely to have two-card spade tolerance.

2NT is tougher. It is natural for a lot of people. We use it as much more distributional for the other two suits than a double would have been. (Prepared to accept scorn by other posters on that). 2NT could also be a weak one-suited minor bid..sort of like leben or good/bad.

For me:
Dbl is takeout (typically both minors and Hx)
2NT shows inv+ with 4+

Double is takeout not necessarily needing spade tolerance. Ie I'd do it with 1255.
2NT is depended upon agreement. Usually my choice for 2NT is usually natural unless partner's overcall was a major and RHO had bid something other than pass, then it's a good raise. (Ie 1H-2C-2H-2NT is natural, 1S-2H-P-2NT is natural but 1S-2H-2S-2NT is a good heart raise)

Yes. If you're going to use 2NT for something artificial, a second way to raise spades is miles more useful than an second takeout double.
... that would still not be conclusive proof, before someone wants to explain that to me as well as if I was a 5 year-old. - gwnn

Standard:
DBL - Minors
2NT - Natural

Probably most common expert standard:
DBL - Minors
2NT - Lebensohl

My preference:
DBL - Values typically balanced
2NT - Minors

What I play is Dbl = competitive/responsive, typically xx or Hx in partner's suit (never good three cards), implies minors, and promises some values. I think this is pretty universal.

I like the metarule that 2NT in competition is "never" to-play but not all partners agree so it would be natural w/values and heart stopper in that case.

I like jdonn's suggestion of swapping 2N and X. After all, with balanced values, your partner may well want to sit for 2X, while if you're promising a lot of distribution in the other suits it's a whole lot less likely partner can sit (and 2N competitive in the minors seems fine).

I guess the main loss is the option to play 2 with Hx when partner can't sit for the double and/or has a 6th spade without forcing to the 3 level. Probably this means some hands with Hx need to make a competitive raise to 2 unless they are strong enough to double.
