seems obvious to bid 3♣ if indeed it's puppet. I don't want to be pessimistic about 3NT if partner doesn't have 5 hearts. we will usually have a double stop by courtesy of my helpful jack. If 3♣ wasn't puppet I'd bid 3NT.

I think 2NT was not adequate. 3♥ is ugly but might be better. What about 3NT over 3♠? Minor's showing partner doesn't have quite the 5-lvl hand, does he?

I don't know if 3♥ is better than 2NT with North but neither is particularly attractive and I think 2NT is ok.
Hands with (13)(45) shape are a problem when responding to 2NT, but I agree with the decision to use minor suit Stayman (assuming that's what 3♠ is) and risk losing a 5-3 heart fit.
