I have no real shortage no suit for the 4. level and no gooddouble.

I would double with 1543, but here I just pass.

suit quality makes 4 reasonable option, but double keeps 3NT in the picture wich probably is best if LHO has spade shortness and partner 3 cards.

I would double.
