Depending on your preempt style, a preempt promises ta most -3 or -4 down.
If you play at most -3, I would say, you have to pass, if -4, you have a fairly
sound 2D, and since you are in 2nd seat, your preempts should be basically
rock solid book bids, ... but even 4 tricks are slightly optimistic, but you cant
have it all.

But if you explain 2 ♦ as a weak two (6 cards) with 6-9 HCPS and some stuff in the suit, this hand is close to prototypical.
I open this 3 ♦ my standard partner would pass- both of us have no 2♦ weak two avaiable.

Frankly I want to mention I have seen it be wrong to 'overpreempt' in 1st or 2nd seat on a hand that is 'normal' for a certain preempt so many times that I'm fully convinced it's a loser. I think this is something that even some experts really overdo. Favorable vul doesn't mean you avoid making normal bids when you have them.
