For me, this one has two possible options, 4♦ and a choice not given, DBL. Here, dbl is for takeout (all my doubles are for takeout until a fit has been found).
The possible problems with DBL.
1) Can dbl here be "game try" in ♠'s, freeing up 3♠ bid as competitive? I don't think so, support will have to already be shown for that to apply.
2) Our clubs are short and our diamonds are good. Even if partner has a club fit, ♦ are strong enough to stand alone. It would be better to play in a 7-1 diamond fit rather than a 4-3 club fit here.
3) Partner may take the double at least a tolerence for spades, which you don't have.
4) Partner may pass the "takeout" double, and if he does, your hand will be a disappointment.
So, in final analysis, I will to along with the 4♦ bidders above. I a bit surprised no one commented on the choice of 1♦ opening bid.
