I would bid 3♣, which I play as a mixed raise in diamonds. But you don't give that option. If I am not allowed to bid 3♣, I would bid just 2♦ and would bid 3♦ when the opponents are competing.

I guess I have more than I usually have for a 3D preempt
(if p takes it as preempt), but I dont have enough to make
an invite.
Since I dont a clue, what p would take 1S and 2C for I show
the fit.
If he takes 3D as inv., well, I am submin. for the call, but we
may still be able to survive.

3C mixed raise. Failing that 3D "preemptive" but still should be OK given we're red.

I didn't follow the law and did bid 2♦ because of the defensive (?) values like ♥Qx, three queens, rather flat distribution, no aces.
Seems like that is wrong and it would be better to bid 3♦?
..Is 3♣ a 4-card raise with more defensive values then e.g. 2NT?

Agree this is an odd poll.
1♠ not listed, 3♣ mixed raise not listed.
My 3rd choice 2♣ as a passed hand is listed.
Pass, 2♦, and 3♦ are all listed as poll options, I would not consider any of these calls.

That's impossible. No one can give more than one hundred percent. By definition that is the most anyone can give.

Just to add to the "where's the options" discussion -- why not 2♠ as a fit-jump option?
"Gibberish in, gibberish out. A trial judge, three sets of lawyers, and now three appellate judges cannot agree on what this law means. And we ask police officers, prosecutors, defense lawyers, and citizens to enforce or abide by it? The legislature continues to write unreadable statutes. Gibberish should not be enforced as law."
