Yes, it could be used as 'bid 3N with a stopper', but I doubt that many would assume that meaning absent agreement. I also think, on frequency grounds, that the michaels meaning would arise more frequently... but I can't be certain... finally, bidding 3♦ will sometimes get you to 3N when the bid 3N with a stopper would work, while you are toast on the 5-5 hands if you can't use michaels.
BTW, I would bid only 3♦ here... bidding 4♦ excludes 3N and leaves you guessing next round... 3♦ may well not solve all of your problems but I would expect that we will be less likely to have a major problem next round if we start slowly.
