Over 1 heart 1 no trump Flannery

In the auction 1♥, p, 1NT ...
Is 1NT alertable because the pair uses flannery in their bidding system
and they are could be skipping a 4 card ♠ suit?

I know that in the auction 1♥, p, 1♠...
If the ♠ bid promises 5 ♠'s, then the 1♠ is alertable.

Not that I know of, this would be something new... If asked, the pair must disclose this, but I do not think that it warrants an alert.

Correct for the time being, I'm not sure if ACBL has already changed it, but ACBL was discussing making 1 level responses that are natural and promise 5 not alertable... For the time being, I would alert anyway. I don't play the F Word so I'm not sure about 1♥ - 1♠ regulations, but why bypass it, what if partner is 6-4 or something?

Among other helpful examples, it states:

ACBL Alert Procedures said:

If 1♠ promises a five-card suit (when playing an opening 2♦ bid as five hearts and four spades) no alert is required.

1♣, 1♦, or 1♥-P-1NT If the 1NT bid could or could not have four cards in one or both majors, again no alert.

If ACBL pertinent guidance is needed, the ACBL Alert regulations is the place to look. The OP question is clearly answered there: No alert.
