1) "Expert" on BBO?

2) A reasonable player?

Was LHO's pass to play?

If yes, then partner is running from 2R. Unusual, but he must have a good club suit and not much else.

If no, he has a bad hand for defense, a decent club suit (usually 6) and (until we're told otherwise) invitational values opposite the XX.

Assuming the LHO's pass was not to play (otherwise it is an obvious runout with long clubs and few points), then I assume that 3 clubs is showing a hand with club help when helping partner in deciding whether to go to 4 hearts, while also acting as a lead director in case RHO bids some more.
