It's close to an invite because of the 5-card suit and the quacks that are quite useful in NT. I think it's with the odds to pass at MP, but it won't be a big crime to make a game try.
Much also depends on how often your partner will raise 1♥ with a balanced hand and three card support. If s/he often does that with a worthless doubleton in spades or diamonds, I am less inclined to invite with that hand.
If, on the other hand, s/he never raises with three, it seems a better prospect to invite.

I think that 2♥ could be a better contract sometimes, but with only 2 controls and so many quacks game is rather improbable

Are you saying that queens and jacks are more useful than the same number of points in aces and kings? For example, that you prefer to have Qxx Qxx than Axx xxx?

For a NT contract, sure. Aces and kings are brilliant for high level suit contracts, whereas queens and jack, the slow values, work much better in NT.

Ive passed 1Nt and partner made 5 he had a 3334 with a fairly good 14. Its was worth 0/7 MP
