Double.

Rule of thumb for me is 18 count with a 6 card suit.

So with 18HCP and a 5 card suit, or a 17 count with a 6 card suit I would tend to overcall.
That's impossible. No one can give more than one hundred percent. By definition that is the most anyone can give.

2. It's good to know that when you double a suit for takeout, that is the only suit you can cuebid artificially on the next round. If you bid any other suit at your second turn it's natural, even if the opponents bid it after you doubled.

Even I would double first with this hand. It thus follows that overcalling would be more or less insane! :D

Over (1) P (2), I'd continue with a natural 2. It's possible that LHO has his call.... but I doubt it.

I would imagine that North was a tad bit disappointed by partner's 10 point reverse.
