Dbl, I suppose the risk is that CHO has a lots of spades and my dbl helps them to a better partscore[Edit: this is probably not true, see comment by 655321 below) but the chance that dbl will change a minus to a plus is much bigger. After all, there must be a reason why everyone plays t/o doubles in balancing seat as well.

Double WTP.

The 'risk', such as it is, is not that partner has a bunch of spades, but that the opponents have forgotten to bid their cold 4♠. This chance is very small, though, compared to all the good things that can happen, so... double.
That's impossible. No one can give more than one hundred percent. By definition that is the most anyone can give.

Well, I'm not so sure about max for a passed hand, but you've got a nine count, 4 controls and 4=4=3 in the unbid suits including 4 cards in the oM. What are you waiting for, double already. Yeah there are risks, its the same with crossing the road.
