I pass as well. Our 16 count is now a 13 count. Yes we have reasonable shape, but I think partner can work that out as well. Not also what partner didn't do. He didn't raise to 2 nor did he make a negative double. So sounds like it's the opponent's hand.

Partner had the opportunity to make a negative double or a raise to 2 and chose to pass. My hand is OK, but nothing special. I see no reason to do anything but pass over 3.

There is a lot to be said for him bidding 5.
