I would pass, color me chicken. Just beef up the interior hearts a little and I would be in there. I think as little as the ten of hearts would do it.

3♥ looks completely automatic to me. give partner a weak NT and you want to play 4♥ every day.

the hesitation provides no strong inference - he might have been simply pondering a boost to 4♦.
