Do you play this as preemptive or invitational?

If preemptive, can you invite?

We play this as pre emptive, something like QJTxxxx and out or similar. I can't see why you would want to invite Peter, with an invit hand surely you can X first. One final point: in a sequence like 1apple (1N) X 3?
the opening side needs to have discussed whether 3apples is now invit, forcing or what. I suspect many have not discussed this.

Generally I play here that:

3x = preemptive
2NT = invite, normally distributional limit raise not really suited to 1NTX

Ron, we play double as penalty. If there's no runout, we could miss game.

Preemptive is standard, I thought everybody played that.

Strong hands start with a double. Mike lawrence plays 2N as a GF two-suiter but I'm not sure how useful that is. I would say that those hands can usually start with a double, then use (non-leaping) Michaels or just bid the higher-ranking suit (if that's forcing, should it be?) next round.

If p opened a major I would play 2N as a constructive raise.

After 1M openings, we use 2m bids to show various kinds of support for opener's suit (and the other Major). This makes 3M preemptive.
After 1m openings we can hardly have an invite, so it's preemptive as well.

3x must be preemptitive
2nt limit rise and invite
