Cooperative to penalty.
2♠ is unlimited and they've probably stepped in it. I would expect a good 4=5=1=3 or so with Hxx to HHx in clubs.

4513 ,4522, maybe he even don't have ♣ control but have to say something -optional double and we can say 3NT now . I don't expect ♦ honor -he could say 3♦ with 2 cards.
