2C: 4/4+M and weak or semi manche forcing
2S: more S then H ; max 14 pts
3C: 8-9 tricks in C
REDBL: penalty (cant be anything else?)
Opener cannot pass this? He should either DBL for penalty or cue?

Opener cannot pass this, I agree.
He can double for penalties, or bid a second suit naturally, or bid 3NT with running clubs and a heart stop, or.....
