I'm too strong to preempt on the 4 level and to weak to make a game try alone.
3 shows a good 7card suit, and partner can still try 3NT.

This is old school imo, these days at this vulnerability people preempt with 6 card suits, or like me with 5 card suits...

1 or 4, I prefer 1 the hand is good (and what if partner has semi-good hand , no need to sacrifice).

I "must" open 1 Heart, because green against red, our preempts are very light, so our opening bids must be a little lighter too. This hand is much too good for 3 Heart in this context. With a pick up Pd, I would bid a simple 3 Heart. 4 Heart will too often put part under pressure to make the last guess.
3 H (3S) p (4 S) p p or 3 H (4S) or similar auctions are much clearer statements then 4 H (4S) ......

4 no matter with whom I play, for me this is not even close.

7222 is the best possible shape for a preempt. I like to play 3 as trash (weaker than 2) at these colors but even playing sound preempts, 4 is fine.

1 would be a possibility under other circumstances, but in 1st seat it is more attractive to preempt. And the vulnerability is extra decisive at IMPs.
