That seems to be windows version rented GIB bug. Version there is 21, and this bug was fixed in v27.
Problem was Doubler faces the bug once partner cuebids opening ( it used to be 13-16TP from partner of balancing double, now is 11-16TP and marked as forcing). Then Doubler has no more one-suiter call with points. So in given example 3♣ would promises 4+ 4+ in majors as initial double of 1♦ promises something like that. That's why GIB failed in trap and passes just because can't find appropriate call.
At the moment both basic ( web version ones ) and advanced wouldn't pass this for sure. It can't be replicated anymore.
3♣ comes as direct call ( twice rebiddable ♣; 15+ total points; forcing to 3N ). Simulation can't prevent this.
